背景

Background

伦敦有泰晤士河，巴黎有塞纳河，金边有湄公河。湄公河是金边连接世界的纽带，也是金边的城市发展动脉。金边在快速城镇化的过程中面临一些挑战，基础设施的薄弱成为制约城市发展的阻碍，为加快国家发展，柬埔寨政府提出了“四角战略”，金边永旺河道治理区域就是响应这一战略的具体实施。

London has the Thames, Paris has the Seine and Phnom Penh has the Mekong. The Mekong River is not only the link between Phnom Penh and the world, but also the urban development artery of Phnom Penh. Phnom Penh is facing some challenges in the process of rapid urbanization. The weakness of infrastructure has become an obstacle to urban development. In order to speed up national development, the Cambodian government has put forward a "four-cornered strategy". The Yongwang River Governance Area in Phnom Penh is to respond to the specific implementation of this strategy.

金边绿带，向河而生

规划设计概念为“金边绿带，向河而生”。城市的本质是为人类创造美好生活的家园，而美好生活的实现离不开城市绿色发展。作为以河道治理为出发点的综合项目，项目一切的创造都来源于河道，也因河而生。金边永旺河道治理区域的更新是通过设置类似植物脉络的廊道，把四大区域串联起来，建成后将成为金边市的一抹绿色飘带。

Phnom Penh Green Belt, Be Built Along the River

The concept of planning and design is "Phnom Penh Green Belt, Be Built Along the River". The essence of a city is to create a good home for human beings, and the realization of a good life can not be separated from the green development of the city. As a comprehensive project with river governance as its starting point, all the creation of the project originates come from the river, but also born of the river. The renewal of Yongwang River Governance Area in Phnom Penh will be a green ribbon of Phnom Penh after the completion of the four major areas by setting up corridors similar to plant veins.

向河而生——河道治理

永旺河道治理区域为天然河道，始点位于体育中心附近，北边终点为国际学校，由南向北长度3.04公里，蜿蜒汇入湄公河。治理方案分近、中、远三期建设实施。近期治理将解决河道臭味散发问题，通过河道清淤后，采用钢筋混凝土盖板封盖河道顶部；中期治理将解决河道沿线雨污混流，散排汇入及防洪安全问题，对河道沿线截污、污水处理回用，实现雨污分流、中水回用，并疏通河道中游淤埋段，使之与原河道下游相连通，完善河道防洪功能；远期治理将打造河道沿线景观绿带和生态游路，提升河道生态自净功能，推行海绵城市理念，促进人水和谐。对分散的点源污染，如民居区、商业区、学校、医院、公园等采用小集中VFL污水处理装置进行污水处理回用；对河道面源污染将沿线截污并统一收纳至集中式VFL污水处理站进行污水处理回用。河道通过治理将实现区域内污水零排放。

Be Built Along the River——River Governance

The Yongwang River governance area is a natural river, with its starting point near the sports center and ending point at the international school in the north. The length of Yongwang River is 3.04 kilometers from south to north, winding into the Mekong River. The governance scheme is implemented in three phases: short, medium and long term. The problem of odor emission will be solved in the short term. After dredging, reinforced concrete cover plate will be used to cover the top of the river. The medium-term treatment will solve the problems of mixed flow of rain and wastewater along the river, diversion and confluence, flood control safety, wastewater interception along the river, wastewater treatment and reuse, so as to realize the diversion of rain and wastewater, reclaimed water reuse. Dredging the silt-buried section in the middle reaches of the riverway, connecting it with the lower reaches of the original riverway, and improving the flood control function of the riverway. The long-term governance will create the landscape green belt and ecological tour along the river, enhance the ecological self-purification function of the river, promote the concept of sponge city and promote the harmony between people and water. Decentralized point source pollution, such as residential areas, business districts, schools, hospitals, parks, etc., is treated and reused by small centralized VFL wastewater treatment device; the non-point source pollution along the river will be intercepted and unified collected to centralized VFL wastewater treatment station for wastewater treatment and reuse. Zero discharge of wastewater in the region will be realized through river treatment.

金边绿带——河道综合利用

河道治理区域周边为商业区或规划建设开发区，沿岸两端有市政公园，区位十分优越。通过对河道的治理和河道空间的利用来提升城市生态公园功能，打造“金边绿带”。从南至北将3.04KM分为四大区域：南部依托整治后的城市湿地公园形成特色民俗商业街区，尽显金边风俗商业和风情生活；南中部为总部办公区，服务于周边，形成可居住可商业的局面；北中部为民生交易中心，涵盖了鲜花、水果、建材交易、仓储物流、大宗交易、零售批发等主要功能；北部为特色酒店区，服务于旅游体验和商务办公为主。四大区域，方案将设置不同标高的步行廊道，串联所有的特色区域，并辅以电瓶车等解决3.04公里的游览交通需求。同时外围设置若干室外停车场以解决停车问题，并形成环形连接。
